Jeff Colvin’s Commitment to Ensuring Chestermere is an Affordable Place to Live

As Chestermere continued to grow, one issue became increasingly clear: housing affordability was one of the greatest challenges facing our community. With a rising population, the demand for housing was higher than ever, but for many residents, the rising costs of rent and homeownership were outpacing their ability to stay in the city they loved. Ensuring that Chestermere remained an affordable place to live—especially for young families, seniors, and first-time homebuyers—became one of my primary goals during my time as mayor.

Affordable housing is not just about providing a roof over one’s head; it’s about creating a community where people can build their lives, raise their families, and feel secure in their homes. Throughout my tenure, I worked tirelessly to implement policies and initiatives that addressed the affordability crisis while maintaining the integrity and beauty of Chestermere.

Building More Affordable Housing Units

The most direct way to address housing affordability is by increasing the supply of affordable housing. As Chestermere expanded, it was essential to ensure that new housing developments included options that were accessible to residents across all income levels. We worked closely with developers, city planners, and community organizations to create housing options that were both affordable and sustainable.

During my time as mayor, we pushed for the development of mixed-income housing projects. These projects combined market-rate and affordable units in the same building or neighborhood, which not only ensured that low- and moderate-income families had access to housing but also helped prevent the creation of socioeconomic ghettos. These mixed-income developments encouraged diversity, strengthened community ties, and created opportunities for residents of all backgrounds to live side by side.

We also explored alternative housing options, such as tiny homes, co-housing models, and multi-generational housing. These innovative solutions provided affordable options for smaller families, seniors, and individuals looking for more sustainable living arrangements. By diversifying the types of housing available, we ensured that Chestermere’s housing market could better meet the needs of a variety of residents.

Creating Incentives for First-Time Homebuyers

For many young families, professionals, and individuals, the dream of owning a home seemed out of reach. With rising home prices, many first-time buyers were unable to afford the down payment required to purchase a house. I recognized that homeownership was key to financial security and a sense of stability, and that’s why I advocated for programs designed to help first-time buyers get their foot in the door of the housing market.

One of the initiatives I introduced was a down payment assistance program. By providing financial assistance to eligible first-time homebuyers, we made homeownership more accessible to those who might otherwise have struggled to save for a down payment. This program was designed to help reduce the barrier to entry for young families and individuals, allowing them to take advantage of Chestermere’s growing housing market without being priced out.

In addition to down payment assistance, we worked to ensure that first-time buyers had access to affordable mortgage products. We partnered with financial institutions to create programs that offered lower interest rates and flexible repayment terms, making it easier for residents to purchase homes without incurring overwhelming debt.

Affordable Rental Housing Options

While homeownership is often seen as the ultimate goal for many families, renting is a more viable option for others, especially those who may not be ready to buy or who prefer the flexibility of renting. One of the issues we faced in Chestermere was the lack of affordable rental housing, with rents often increasing faster than wages. This made it difficult for low- and moderate-income residents to find suitable rental properties within their budget.

To address this issue, we worked on expanding affordable rental housing options. This involved incentivizing developers to build rental units that were priced below market rate, particularly in high-demand areas of Chestermere. We introduced policies that made it more financially viable for developers to include affordable rental units in their projects by offering tax breaks, grants, or low-interest loans.

We also created partnerships with nonprofit organizations and housing cooperatives to develop rental housing specifically for vulnerable populations, such as seniors, individuals with disabilities, and low-income families. These affordable rental units ensured that everyone in Chestermere—regardless of their income—had a safe and stable place to live.

Ensuring Housing Quality and Livability

While affordability was a top priority, it was also important to ensure that the quality of housing remained high. In order to create a truly livable community, it was essential that affordable homes were not only accessible but also safe, well-maintained, and comfortable for residents.

Under my leadership, we worked to strengthen building codes and inspections to ensure that affordable housing units met high standards of quality. This included ensuring that units were energy-efficient, properly insulated, and equipped with modern amenities. We also encouraged the development of green buildings, which helped reduce utility costs for residents and contributed to Chestermere’s commitment to sustainability.

We collaborated with local community organizations to provide resources and support for residents in affordable housing, helping them access maintenance services, repair programs, and other services that ensured their homes remained safe and comfortable over time. We also worked on addressing issues such as housing stability, ensuring that vulnerable residents didn’t face the risk of eviction or homelessness due to financial challenges.

Addressing Homelessness and Transitional Housing

While Chestermere is not a large urban center with the same visible homelessness challenges as bigger cities, there were still a number of residents who were at risk of homelessness due to financial hardship, family breakdowns, or other crises. Addressing homelessness was a key component of my housing strategy, and I worked with community partners to ensure that people in need had access to both immediate support and long-term solutions.

We partnered with local shelters and charities to provide temporary housing and transitional housing options for those facing homelessness. We also worked to ensure that individuals in transitional housing received the support they needed, including access to social services, job training, and mental health counseling, to help them get back on their feet and transition into stable, permanent housing.

Moreover, I advocated for the development of more emergency shelters and housing-first initiatives, which focused on providing permanent, stable housing for individuals and families before addressing other social challenges such as addiction or unemployment. By focusing on housing as a basic right, we were able to offer a more effective solution to homelessness in Chestermere.

Collaborating with Other Levels of Government

Addressing housing affordability is not something that can be solved at the municipal level alone. I worked closely with the provincial and federal governments to secure funding and support for affordable housing projects in Chestermere. Through these collaborations, we were able to leverage additional resources and expertise to build more affordable housing units, offer financial assistance to residents, and expand housing-related services.

By working together with the provincial government and local organizations, we were able to create a more cohesive approach to housing affordability that addressed both short-term and long-term needs in Chestermere.

As Chestermere continues to grow, ensuring that housing remains affordable will always be a critical priority.
